Retired Castroist pilot and colonel Luis Raúl González-Pardo Rodríguez, who participated in the aerial maneuvers that shot down two planes of the humanitarian aid organization Brothers to the Rescue, where four pilots were killed (Armando Alejandre, Carlos Costa, Mario de la Peña and Pablo Morales on 24 February 1996 when the Cessna planes in which they were flying were shot down by Cuban warplanes in international airspace on the orders of Raúl Castro). According to reports by influencer Darwin Santana, Luis Raúl González-Pardo Rodríguez, the former Cuban military pilot linked to the downing of planes belonging to the Brothers to the Rescue organization in 1996, is said to have entered the United States using this program.

Gonzalez-Pardo Rodriguez was allegedly involved in the air operations that resulted in the downing of two planes belonging to Brothers to the Rescue, a humanitarian aid organization formed by Cuban exiles who were bringing humanitarian aid to rafters on the high seas over international waters in 1996. According to the allegations, González-Pardo Rodríguez was one of the pilots involved in the operation that shot down the Brothers to the Rescue planes. Specifically, he is alleged to have:

  1. He piloted one of the MiG-29s sent to intercept the planes.
  2. He participated in the pursuit of the aircraft piloted by José Basulto, founder of Brothers to the Rescue.

Although he did not manage to shoot down Basulto's plane, he was seen chasing the plane of José Basulto, director of Brothers to the Rescue, and his intention to shoot down the aircraft was clear. He was unable to carry out the planned crime of shooting down the plane he was chasing, given Basulto's expertise, who was able to escape through the clouds.
