Cuban communism (yes, a kleptocracy can be communist also) continues faithfully to exercise dictatorial pragmatism, a policy institutionalized in 1959. Sharp espionage keen on strategic disinformation promotion, ruthless terror at home, and a wide range of collaborators, at state, institutional, and elite individual levels, have been staple components of the sixty-four-year-old regime’s modus operandi. Castroism has been heightening pressure on the U.S. for relief. Joe Biden is rushing to accommodate them.

Barack Obama, a Fabian socialist true believer, gave the Cuban dictatorship what it had been actively pursuing for decades: unconditional coexistence with American perks. The ruling kleptocratic stratocracy in Havana, constant revisionists of Marxist-Leninist guideposts, sought to have their wholesale thievery of American property, shelter for terrorists, crimes against humanity, and involvement in drug trafficking, ignored. By executive fiat, Obama obliged Castro-Communism as much as he could. Hillary Clinton was expected to deepen this immoral path in 2016. Donald Trump and American voters frustrated those plans.   

Trump’s victory, not only put a halt to the détente initiative between the world’s most successful democracy and the globe’s third-oldest totalitarian regime (after China and North Korea) but reversed key aspects of the Obama-Castro pact. The Marxist dictatorship’s dream of unconditional moral capitulation by the U.S. coupled with dollars was castrated, at least for the moment. Biden’s ascension to the White House promised better days for Cuban communism.

Expecting things to run in the U.S. as they do in non-democratic Cuba, the communist authorities had hoped for an immediate return to where Obama’s appeasement policy was left off on January 20, 2017. After all, this was a clear Biden campaign promise. The problem for the Castro regime was that the Democratic Party’s handlers, a small group of left-wing ideologues (Obama included) that shepherd Biden, had other priorities.

Cutting American oil production for green socialism was one of them. Promoting Marxist tenets into American society via Critical Race Theory, Gender Ideology, and Critical Queer Theory indoctrination in schools, academia, military, and workplaces was another. All this was to be done utilizing state institutions such as the FBI, DOJ, and other state bureaucracies. Maintaining control of Congress was pivotal for this feat. The 2022 midterm elections and the importance of states such as Florida, where voters could be swayed to castigate a rapprochement with a brutal regime and costs the Democratic the House and potentially the Senate, was the established timeline in hold.

The Cuban Popular Uprising of July 11, 2021 (11J) changed everything. The fact that hundreds of thousands of Cubans in over 72 localities across the island took to the streets to demand freedom and an end to despotic rule, threatened Castro-Communism’s hold on society. After arresting thousands and mysteriously purging high figure points of power within the Cuban military and intelligence structures, the oligarchic Marxist dictatorship was not willing to wait until the American midterm elections passed. They became hyper proactive.

The pitiless state terror crackdown that predictably followed 11J, witnessed other stringent maneuvers to regain control of the population. The announced protests for the 15^th of November were undermined and repleted by regime intelligence and counterintelligence operatives that, sadly, discombobulated the momentum. The announcement by the communist rulers that emigration was, again, free game and Nicaragua along with a safe passage through Mexico to the U.S. southern border was the way out. Exodus building, a tried and proven strategy of Castro-Communism against the U.S. was once again employed. In less than one year, all previous records were broken.

The Cuban dictatorship counted on enough allies in the Biden White House, mostly former Obama administration officials responsible for the 2014 reproachment such as Homeland Security Secretary, Alejandro Mayorkas, to buy into the false narrative that 11J was due to the U.S. sanctions and not the country’s repressive and outdated model. Thus followed a Castro regime public relations and foreign policy blitzkrieg carried out with the assistance of amiable politicians in Washington, amoral commercial interests, and front organizations to bring back the U.S. cash to Cuba. With thousands of Cubans crossing the southern border as a backdrop, the “economic” crisis argument that the Marxist dictatorship was making, unfortunately, paid off.

During 2022, two high-level meetings between the U.S. government and the Castro regime took place. On May 10 of the same year, the Biden administration granted legality to a U.S. investment fund, the first since 1960, allowing Americans to “invest” in a Cuban company. In other words, a dictatorially approved and linked (directly or indirectly) commercial entity can, supposedly, receive U.S. investment money. The premise pushed by the communist dictatorship and other supporters of this scheme is that Micro, Small, and Medium Enterprises (MSMEs) can autonomously exist in Cuba and that, somehow, this could help ease the “crisis”. This understanding is fatally flawed. 

In communist Cuba, there is currently no possibility of carrying out a MSME business without having and maintaining a nexus with the dictatorial authorities. One person self-employment and small-scale gig jobs have not fared well under Cuban communism. The relation that the non-state sector has in Cuba’s economy is irrelevant, considered in GDP terms. It is the Castro regime’s military-run emporiums that reap the benefits of the “engagement” policy with the U.S.

Carlos Fernández de Cossío, an intelligence officer and the Cuban dictatorship’s Deputy Minister of Foreign Relations, openly complained in December 2022, that the direct foreign investment authorized by Biden in May had yet to yield a penny to the Castro regime. The grumbling communist official's concern for the whereabouts of the dollars, as reported on December 20 by the U.S.-Cuba Trade and Economic Council, an organization dedicated to promoting business and closer ties between the Marxist state and the U.S., was the issue Havana wanted to be resolved.        

Biden apparently reacted to Havana’s whining by sending Senator Ronald Wyden as a back-channel negotiator of sorts.  The Democrat from Oregon left for Cuba secretly on December 29 and returned on January 1. The first public statement about Wyden’s escapade came three days after the trip’s conclusion. The senator’s office media release quoted the Democratic senator as saying, “During my visit to Cuba I was told by entrepreneurs that the vibrant Cuban private sector would benefit from narrow changes to U.S. licensing and other rules.” The Castro regime apologist added, “They told me they expected these changes to lead to the creation of thousands of new businesses.”

This carefully crafted publicity stunt, surely concocted by the Castro-Communism’s finest propaganda engineers and parroted by willing American accomplices, seeks to prepare the way for what has and will continue to follow. Western Union has returned to the money transfer business with Cuba. Castrosim had been waiting for this moment for some time.

In February 2022, the Cuban dictatorship introduced Orbit S.A, a new commercial entity designed to handle this transfer of wealth from the U.S. to Cuba. GAESA was too well known and too easily identifiable with the repressive political/military structure. With allowable remittances raised to $2,000 a day, it becomes feasible for an individual to funnel the sum of $730,000 yearly to the island. A group of individuals could combine and make considerable entries of American dollars to Cuba, of which the Castro regime would reap a hefty amount. But more so, it would “legally” allow for considerable investment capital to enter Cuba, even if the embargo is in place, and it must be done in a nonconventional way.

Perhaps what the Biden administration is looking for is a legal challenge to its licensing of an American capital investment fund to communist Cuba, as well as the practical result of lifting the remittance threshold to levels that befit corporate investors more than Cuban American individuals. The American legal system is based, for the most part, on case precedent. A favorable verdict in an ideologically friendly court could, for practical purposes, neuter, what remains of the embargo. Biden and Castro-Communism know that they have until 2024 to seal the deals to hinder Cuba’s freedom. They may slow the clock, but they will not prevent the inevitable.
